You seem to be telling wibers that there is VBR-2 Pass Bitrate Encoding in Premiere Elements 13/13.1. Do you have some special version of 13/13.1 that offers VBR-2 Pass Bitrate Encoding in Premiere Elements 13/13.1? Unless you do, there is no VBR-2 Pass Bitrate Encoding in Premiere Elements 13/13.1.
Premiere Elements 13/13.1 does not offer VBR-2 Pass under the Publish+Share/Computer/MPEG and its presets Advanced Button/Video Tab or anywhere else there in Publish+Share/Computer/...... Please refer to my post numbered 1 as well as the screenshot below.
Have you ever used Premiere Elements 13/13.1or are you basing your answer on Premiere Elements 12/12.1 which is not the same as 13/13.1?
